Masters told guests from all parts of Canada who filled the Crystal Ballroom of the King Edward Hotel, Toronto, on Nov. 26, 1959 to see him presented with The Pioneer of the Year Award by L. W. Brockington, QC, CMG, for the Canadian Picture Pio¬ neers. This presentation was followed by one in which John J. Fitzgibbons, CBE, placed a silver tray in Masters’ hands for three Warner Bros, colleagues, Charles Boasberg, Ben Kalmenson and Jack L. Warner. The last was the seventh CPP presenta¬ tion in the course of a busy, enjoyable evening chaired by R. W. Bolstad, CPP president. Five of these were ancillary awards and one was the annual branch award. Brockington’s speech of presentation, richly humorous, contributed a great deal to the pleasure of the evening. “For a man to have friends he must be a friend,” he said, quoting Hesketh Amery, “and Haskell has been a friend to us all.” Of The Pioneer of the Year Award, symbol¬ ized by a plaque, he told Masters: “It comes from us with gratitude for what you have done and affection for what you are.” The honored one, noting the dozens of letters, wires and phone calls of congra¬ tulations, observed that “it just isn’t pos¬ sible, if one has blood in his veins, to just feel normal about it.” There have been many changes in the motion picture business — “from hand-cranked machines to Ben-Hur” — since he got into it 43 years ago in Boston as an employee in a theatre operated by Abe Montague, now Columbia’s vice-president. “I have been blessed with many friends in the industry who made my own years pleasant and the companies I worked for profitable.” Bolstad, opening the evening spoke of all those honored since the inception of the awards as people “who have carried their share of the responsibility of the in¬ dustry and the nation.” The first presentation was that of the branch award for service to the organiza¬ tion and its purposes. This was received by David Rothstein, vice-president of the Winnipeg branch, which covers Manitoba and Saskatchewan, from Frank H. Fisher, vice-president of the Canadian Picture Pioneers. Two ancillary awards were accepted in person, these by Harold Pfaff from 0. R. Hanson, and Joshua Leiberman from F. Gordon Spencer. The first two are from Toronto and the last two from Saint John, NB. Owen Bird of Vancouver, who pres¬ ented Bolstad with a $2,000 cheque for the Trust Fund in behalf of the Vancouver branch, accepted an award for Frank Gow of that city, Sam Swartz of Winnipeg one for P. W. Mahon of Prince Albert, Sask., and Ken Leach of Calgary one for his fel¬ low-townsman, W. 0. Kelly. All were honored for their contributions to the growth and development of the in¬ dustry in their parts of Canada. King Vidor, noted Hollywood director, was a head table guest. During the course of the evening Lionel Lester, co-ordinator of the dinner, thanked his committee heads, among them George Altman, tickets and setting up of the bro¬ chure; Martin Simpson, aide to Altman; Len Bishop, entertainment; Ralph Dale and Archie Laurie, publicity; and Dave Ongley, head table arrangements. TAYLOR THE YEAR IN REVIEW TO many in our business the most startling event of the last 12 months was the merger of the Columbia-Para¬ mount distribution and sales facilities. This kind of possibility was predicted here last year. The cost of distribution in Can¬ ada is comparatively high in relation to potential grosses and the largest portion of reve¬ nue accrues from the more important circuits. It is not unlikely there¬ fore that this merger sets a pattern for others in the future. For many theatres at¬ tendances were down in 1959, which follows a trend of recent years. The dollar loss was offset in some cases by an increase in admission prices. Un¬ seasonable weather for a good part of the year and excessive rain in many areas may be partly to blame. Yet one must consider economic conditions which have been poorer than in previous years and caused greater unemployment. In addition some potential blockbusters did not find the anticipated favor with the public. There has been a further shrinkage in the number of theatres, particularly in small situations and in subsequent runs in larger cities. Early runs continue to become more valuable and the public more selective. In line with the trend in the United States roadshow attractions on a reserved- seat basis are growing in number. Not all are necessarily successful and it is only in the larger cities that such policy finds real support. Notwithstanding the general decline in attendance, business in the drive-in thea¬ tres seems to hold up comparatively well. Nevertheless, there has been very little additional construction, principally be¬ cause most suitable locations have already been covered. While there were a number of additional installations of 70 mm. equip¬ ment, it is not likely that this practice will spread much further. The cost of importing 70 mm. prints into Canada is so great that distributors, rather than ex¬ hibitors, are shying away from them. Greater competition for theatres in the more populated areas is foreshadowed by the granting of eight second-station TV licences by the Board of Broadcast Gov¬ ernors, all of which will be on the air in 1961. Because of the competitive factors one may assume that there will then be better TV shows in Canada. Foreign films dubbed into English con¬ tinue to enjoy an increasingly larger per¬ centage of playing time in Canadian thea¬ tres. There is now less public and exhibitor opposition and as the dubbing improves there will be greater acceptance. At any. rate, the public now expects to see films produced anywhere and everywhere in the world and does not look solely to Holly¬ wood for its screen entertainment. Feature film production is still struggl¬ ing to establish itself on even a low pla¬ teau. While there are now ample studio facilities, experienced crews and suitable acting talent, it still remains for a Cana¬ dian film to achieve worldwide acceptance or acclaim, an event which might well start a stampede towards Canadian pro¬ duction or at least establish it as a per¬ manent business. In the final analysis, how¬ ever, a continuing and prosperous feature film production industry must be founded on Government subsidy in some form. At this time it is premature to make a positive prediction on the future of Tele¬ meter. The test in Etobicoke has proven that the public will pay to see in the home what piques its interest. Many im¬ portant people in our business have pre¬ dicted that some form of pay TV must eventuate. This test seems to have proven that success depends on programming. Un¬ doubtedly wider use of Telemeter would enable greater flexibility and variety in at¬ tractions offered and widen the vista of potentiality. The Sixties promise to be most exciting in our business. Before the end of this decade we may expect to see changes which will make our present-day business unrecognizable in many ways. Mobility and fast change are now an important factor and those who want to survive must do so in this kind of atmosphere. It is also the only prov¬ ince in which drive-ins are banned, as well as the only one in which no person may enter a licensed movie house who is under 16. It is hoped that the first change in government in many years may lead to the end of the juvenile ban, which was instituted for safety reasons only following a tragic fire in 1927. EFFORTS to have the amusement tax ended or reduced are being continued by Canada’s provincial and regional motion picture theatres’ associations. Reduction in civic assessments, licence fees and seat taxes are other aims that have won occa¬ sional recognition. RADIO and television are getting larger shares of the theatre advertisers’ dollar. Theatre operators have been asking news¬ papers to end the old and unfair business of charging a much higher rate for am¬ usement advertising, a practice which be¬ gan in the days of strolling actors. On occasion these didn’t pay their printing and advertising bills. DIVERSIFICATION of interests, a pol¬ icy among USA theatre operators in the past few years, has come to Canada. The¬ atre chains are converting profitless the¬ atres into profitable bowling alleys and building or buying into more. They are also building motels and entering the TV- station business. NEW THEATRES: Since January 1, 1960 four theatres have been built in Can¬ ada, of which one, in Alta., was a drive- in. Of the three auditorium houses, BC, Alta, and Sask. each had one. Five stand¬ ard houses and two drive-ins are on the planning boards. In 1959 eight theatres opened, six of them drive-ins. CLOSINGS: From January 1 to Septem¬ ber, 1960 62 standard houses and two drive-ins closed. In all of 1959 71 four-wall theatres and 11 drive-ins shuttered. From January 1 to September, 1960 six theatres were put out of business by fire, while in 1959 three theatres were destroyed by fire. AVERAGE admission price in 1958 was 52c, up three cents over that of 1957. Quebec’s 61c was the highest in Canada and Prince Edward Island’s 40c the low¬ est. These figures do not include amuse¬ ment taxes. The per capita expenditure in 1958 was $5.21 compared with $5.46 in 1957 and $6.04 in 1956. FILMS released for theatrical booking in 1958 included 653 35 mm. features and 178 16 mm. features. French-language features totalled 130 in 35 mm. and 56 in 16 mm., while 119 35 mm. ones were in other languages. Of the short subjects 114 cartoons were in 35 mm. and 35 in 16 mm. The total of all types of films released theatrically in 1958 was 1,432, with 1,084 being in 35 mm. and 348 in 16 mm. CAPACITY utilized of theatre seating was 21 per cent in 1958, the same as for 1957 and one per cent lower than 1956. The record figure was that of 1946 — 37.6 per cent. PAYROLL: The collective wages and salaries of the 6,691 men and 5,085 women employed in theatres in 1958 (11,776 em¬ ployees compared to 12,668 in 1957 and 13,661 in 1956) was $17,110,735 against $17,669,425 in 1957 and $17,893,731 in 1956. Forty-nine film exchanges working from 124 offices paid 546 male employees $2,- 685,591 and 556 female workers $1,419,086. Exchange payrolls declined in totals, the drop from 1957 being about $230,000. THEATRES OPERATING (35 mm.): So many theatres are closing and reopening in Canada that it is difficult to determine how many are operating at a particular time. However, Canadian Film Weekly records show that in September, 1960 there were 1,466 standard theatres (not includ¬ ing two with Cinerama and 10 offering live drama) and 231 drive-ins. No corrections are made for juvenile attendance, matinee and evening prices, etc. Boxoffice Statistics In 1958, says the Dominion Bureau of Statistics, Canadian movie exhibition rang up a cash figure of $88,848,320, of which $7,455,242 was for provincial amusement taxes. The non-tax total, $81,393,078, compared with $82,211,488 in 1957, is a decrease of $818,410. In the table below none of the figures includes Itinerant Operators but those down to 1956 do include Community Enterprises and this must be borne in mind when comparisons are made. There were 506 of the latter in operation in 1956 and they account for about two per cent of the receipts. The drive-ins' share of the total take was $6,254,410, which does not include $504,281 in amusement taxes. There were 232 drive-ins operating in 1958, three more than 1957’s 229, and they took in $529,099 more in 1958 than in 1957. In the table below drive-in figures are included from 1946 on, that being the year the first one opened. Therefore, the figures for Canada's "Regular" theatres (cs defined by the DBS) and drive-ins for receipts, admissions and amusement taxes were: $88,848,320, 146,483,741 end $7,455,242 The following table includes the Yukon and Northwest Territories, which are serviced from 1 British Columbia. Newfoundland is included for the first time in 1949, the year H 1 became Canada's tenth province. Film Rentals FILM rentals from all sources in Can¬ ada decreased narrowly in 1958 by slightly more than one per cent compared with 1957, or $407,082, the total being $33,- 746,765. In the 1958 summary the Domin¬ ion Bureau of Statistics, for the fourth time, gave the part of the total yielded by television, the return being $6,336,346, which compares with $5,575,414 in 1957. An additional statistic related to the whole revealed that $393,966 was the amount from the renting of films for other non¬ theatrical use. Rental from 35 mm. theatrical films yielded $25,310,194 or 69.5 per cent of the overall total. In 1957 the rental amounted to $26,379,668, making the 1958 figure a drop of $1,069,474 in revenue. This repre¬ sents a decrease of four per cent, while at the same time, the DBS reports, box- office receipts declined by 1.2 per cent and theatre admissions dropped by 6.4 per cent. During 1958 16 mm. films for theatrical use drew revenue of $1,706,259, compared with $1,805,867 the previous year. This figure, to which is added the revenue from 16 mm. films for TV and other use, brings the small-gauge rentals total to $8,436,571, an increase of 8.5 per cent when com¬ pared with the 1957 figure, $7,774,159. The gain in 16 mm. revenue due to television helped limit the overall decline to a little over one per cent. During 1958 there were 49 film distrib¬ ution companies operating out of 124 ex¬ change offices, compared with the same number of companies and 130 branches in 1957. The year 1955 saw the great spurt in distribution of films to TV and the open¬ ing of 16 new companies. The 49 firms employed 1,102 persons and paid out $4,- 104,677 in salaries and wages during 1958. The totals from 1946 on are presumed to be from every type of exhi¬ bition, including receipts from rentals to drive-ins. Canadian Film Weekly figures show that at the end of 1958 there were 1,586 standard 35 mm. theatres and 236 drive-infc. The DBS figure for 1958 regular (non-drive-in) theatres, 1,623, which is 93 smaller than that of the previous year, is made up of both 35 mm. and 16 mm. situ¬ ations. The count for 1958 drive-ins is 232. Gross revenue of private production and printing firms in 1959 was $8,704,410, an in¬ crease of $1,034,707. There were 514 films made of five-minute length or over by private industry. Adaptation or language versions of original films in the 514 totalled 40 for television and 15 for other non-theatrical use, with I I of these made for other than Canadian sponsors. Adaptations or language versions of five minutes and over reported by government agencies were 20 for theatres, 10 for television and 61 for non-theatri¬ cal use, with one of these made for other than Canadian sponsors. Private industry and government agencies printed 47,978,205 feet of 16 mm. film, 307,694 more than in 1958, and 21,200,275 feet of 35 mm. film, which is 3,227,335 less. Since 35 mm. film is used in theatres the decline is a reflection of the reduced number of features being made. Another factor might be the closing of theatres, making fewer prints necessary. Some 7,802,333 feet of the 16 mm. films was printed in color. The foregoing figures were compiled by the Dominion Bureau of Statistics. THE increase in production and lab in¬ come is probably due to the making of two 39-part TV series, R.C.M.P., made by Crawley-McConnell in the Gatineau Hills, and Hudson’s Bay, produced by a New York group at Toronto International Film Studios, whereas but one series, Cannonball, had been produced the year before. The figures issued by the DBS for pri¬ vate production include that of seven provincial government agencies. To ap¬ proach a figure representing the total for production of every kind, those of the National Film Board and the Canadian Broadcasting Corp. would have to be added to the $5,186,685 for the private producers. The private producers are examined according to calendar year, whereas the NFB and the CBC end their on March 31 of the next year. This leaves nine months of parallel operation with the private producers by these government agencies. The 12-month fiscal year’s production of the NFB cost $3,599,207, of which nine months might come to about $2,700,000. Added to the private producers’ figure it brings the dollar volume to $7,900,000. The CBC says it spends about $2,700,000 on outside film production. Taking nine months of this and the fact that private producers contest the figure, we can add $1 ,100,000 for the CBC and the grand total for the year would be roughly $9,000,000. The grandest production scheme of the year, that of Trans-Video Productions, which was housed at the Canadian Film Industries’ plant, came to nothing and cost its backers about $400,000. The company was to make National Velvet as a TV series, turn out commercials and engage in other production. It just didn’t get going, though the structure was there. In 1959 two features were produced. One, Wings of Chance, was made in the West, and the other, Hired Gun, in Toronto (see Credits). In 1960 so far Arthur J. Kelly’s Turkell Enterprises of Brantford, producer of This Most Gallant Affair, the documen¬ tary feature of the Dieppe Raid, has completed The Abbey On Monte Cassino. Taylor-Roffman Productions of Toronto will begin making a feature, The Well, in October and another, Execution, is to fol¬ low. The NFB is Ottawa’s official agent for the making of films and departments and agencies of the Government paid it $1,032,983, while it got $325,973 from others. The NFB also calls this income, so that its total was $6,511,423. The excess of income over ex¬ pense, which it returns, was $24,448, so that it spent $6,486,975. The previous year it spent $6,116,216. How did it spend this $6,486,975? Its main production program of films and other visual materials cost $2,441,401, pro¬ duction for government departments and others took respectively $952,723 and $205,- 083, a total of $1,157,806. Distribution cost $1,911,658, administration and general ser¬ vices $782,465 and acquisition of equip¬ ment $193,645. The figures do not include rent, maintenance, etc. The Board completed 448 productions — 352 for itself and 96 sponsored. Its regular staff totalled 639 and those on a contract or term basis were 88. During the year scholars from various countries, who came through Unesco, the Colombo Plan, their own governments or other sponsors, were given training. In the motion picture laboratories film processed totalled 19,- 882,292 feet. NFB productions won awards at Fest¬ ivals in Italy, Spain, France, the USA, Germany and Switzerland. Film process¬ ed totalled 19,882,292 feet, which was made up of both color and black-and-white.
